Holdrege Field Office Secretary Full Description
GENERAL QUALIFICATIONS:
This is a position with the Tri-Basin Natural Resources District (NRD), with the employee's time being divided between NRD programs and Natural Resources Conservation Service (NRCS) assistance, as provided in the Cooperative Working Agreement between the NRCS and the NRD, dated January 27, 2026. The number of hours worked will be determined by the NRD based upon the workload of both the NRD and NRCS and the availability of funds. The employee will be administratively responsible to the NRD Office Manager and the General Manager. While performing duties relating to NRCS programs, the employee will be under the guidance and direction of NRCS personnel. All persons hired for this position must be able to obtain federal government information technology security clearance.
DUTIES FOR THE NRD AND THE NRCS:
- Greet public and answer calls for the office.
- Receive incoming mail and packages and dispatch out-going mail.
- Type from rough draft, verbal instruction or personally compose letters.
- Maintain general and case files and set up folders as prescribed by established NRCS guidelines. This includes the maintenance of handbooks and disposition of file material as shown in NRCS disposal schedules or as directed.
- Computer input of accomplishments and information from NRCS daily diaries and time sheets.
- Assist in assembling data for District and NRCS reports. Assist with computer input of progress and other reports.
- Take minutes or meeting notes during staff meetings and other government meetings.
- Take proper care of assigned equipment.
TASKS ASSOCIATED WITH JOB DUTIES:
- Maintain District and NRCS files, well registration records and other materials as directed. Provide copies of such records to NRCS staff, NRD staff and the public, to the extent allowed by law, upon request.
- Incur no obligations for the NRD except as authorized by the General Manager.
- Maintain own time report, which must be verified by NRCS supervisor.
MAY BE TRAINED FOR DUTIES SUCH AS:
- Prepare orders for supplies through USDA.
- Measure acreage from aerial photos using computer Geographic Information Systems (GIS).
- Input and assemble conservation plans and program contracts on computer.
- Assemble and photocopy aerial photographs and other supporting materials for cost-share contracts and reports.
- Assist with wetland identification, highly erodible land determinations and appeals.
- Gather all pertinent data for cost-share programs.
- Operate and maintain computers and other office equipment.
- Assist with educational events, such as Water Jamboree and Rainwater Basin Conservation Day.
DUTIES PARTICULAR TO THE HOLDREGE FIELD OFFICE CLERK:
- Administrative assistant to the District Conservationist with the plan of operation, performance appraisals, staff meetings, combined F.O. reports, and workload analysis updates.
- Arrange for staff meetings and other meetings at Holdrege.
